Al-Qabas learned from reliable sources that the work on the designs for the Gulf railway track will be launched on December 2 and will extend to August 2, 2023, ie for a period of 20 months. In addition, the date of next June 1 until December 2 was set as an estimated date for the phase of choosing the consultant. The project is designed to be the offering and awarding phase on December 4, 2023 and extends to September 4, 2024.

A government report - Al-Qabas obtained a copy of it - stated that the construction phase by the foreign investor is expected to begin in the first quarter of 2025, according to the schedule set for the implementation of the project, if there are no unexpected obstacles, stressing the importance of accelerating the pace of issuance of decisions from The Municipal Council regarding the removal of all private conflicts in government agencies that have lands that conflict with the project, provided that the principle of deduction or assignment of the site be implemented, in exchange for providing an alternative for those affected.

The government report indicated that the priority will be to implement the stage of the Gulf track that concerns the agreement of the countries of the Cooperation Council, provided that the other tracks will start at a later time, pointing out that the method of implementing the project will be in partnership between the public and private sectors, whether it is local or foreign, or in cooperation in what Between them.

According to the same report, the railway tracks will start from the south of the country, specifically with the borders of Saudi Arabia. The first phase of the project consists of 4 stations starting from the Nuwaiseeb area and ending in the Al Farwaniyah governorate. It will consist of “storage, loading, passenger and maintenance” stations with total lengths of 111. Kilometers, and at an estimated cost of 603 million dinars.

In the same context, government sources said that in light of the issuance of Ministerial Resolution 9 of 2020 regarding the establishment of a committee to follow up and implement the railway route project in the country, the committee held its work with the aim of collecting all the information related to the project and reviewing the designs and terms of reference in order to determine the justifications for delaying the project and from Then a statement of the feasibility of its implementation.

She explained that the committee recommended the importance of preserving the current railway road and tracks in accordance with the third plan for Kuwait without making any changes to avoid wasting public money.

It is noteworthy that the national railway project consists of an integrated network linking the north and south of the country that includes three tracks with a total length of 565 square kilometers. And freight and cargo transportation operations, with maintenance stations.

Compensation for owners of 13 farms

The representative of the State Properties Administration of the Ministry of Finance stated that the evaluation and compensation of the owners of the 13 agricultural holdings that obstruct the railway path has been completed.

Subscription after operating

The representative of the Public Private Partnership Authority stressed that it was not possible to offer the subscription before the completion of the implementation of the project, provided that the citizens ’subscription process is after the full operation of the railway project. While the committee in charge of studying the railways file recommended the importance of financial and economic feasibility to approve the offering of the subscription before or during the implementation of the project, for its initial financing, thus reducing the burden on public money.

Structures blocking the tracks

The Public Authority for Roads and Land Transport clarified that the number of government agencies that have facilities obstructing the railway project is 18, of which 10 represent major conflicts that require the availability of a specialized global advisor to resolve these conflicts so that the Public Authority for Partnership between the Public and Private Sectors can launch the project.

Current tracks

The representative of Kuwait Municipality stressed the importance of preserving the current tracks according to the third plan without making any changes to avoid wasting public money, provided that an international engineering consultant should provide a detailed and design study of the tracks.

1 - The Gulf track for the Gulf link.
