Civil Id Cards Will Be Delivered Faster, Fine Those Who Fail To Collect On Time

A comprehensive solution to the crisis of delay in issuance and accumulation of civil ID cards is being prepared by the Public Authority for Civil Information, according to Acting Director General Mansour Al-Moathen. It begins with imposing fines on those who do not receive their cards, and then increases production to accommodate the distribution devices, leading to a contract signed with a company that will deliver cards on request.

According to Al-Moathen, "My Identity" is a digital identity backed by a Council of Ministers decision. At present, he does not intend to increase the fees for issuing civil cards, ruling out the cancellation of the plastic version of the card and relying entirely on the digital identity at the moment, since this depends on the development of service systems that deal with the digital identity, rather than the plastic one, pointing out at the same time that the authority is conducting research on enhancing security features on the card to prevent it from being forged.

In another context, he stressed that the authority does not determine the nationality of illegal residents "bedoun" without a valid birth certificate, nationality or residency certificate.

In addition, he stated that, through the ‘Authority Without Paper’ initiative, the authority aims to undertake projects and initiatives aimed at achieving the goals of digital transformation, as well as preparing the authority's infrastructure of operating systems and other systems for the transition to local cloud computing, as well as initiatives to implement artificial intelligence projects to resolve problems, reduce time, and improve accuracy.

The authority, he says, has developed a plan to end the crisis of delay in issuing the civil card, by issuing the card that comes through the link with the Ministry of Interior to residence permits issued on May 23, 2023. In addition to the demand for more storage devices, which will enter service soon to accommodate the increasing number of cards, we expect this crisis to end by more than 90 percent within a year."

PACI may impose a fine of up to 20 dinars on those who fail to collect their civil ID cards after three months of storing them, which will be destroyed after six months. Upon approval by the Authority's Board of Directors, a study will be submitted to prevent future card accumulation in distribution devices.

One of the proposals is to increase production to accommodate distribution devices. Within a year this problem will be completed. Currently, the Authority is entering into a contract with a company to deliver civil cards upon request, and the "My Identity" application is considered a digital identity, supported by a Council of Ministers decision, to be considered as a plastic card.
