As Of Feb 9, The '22 Assembly Chose Co-existence With Covid'

A total of 34 recommendations were presented by the 2020 National Assembly - 17 in the first year and 17 in the second.

In addressing the Covid-19 crisis, the Assembly made the following recommendations on Feb 16, 2021:

- Accelerate the completion of reports regarding compensation for small and medium businesses (SMEs) who suffered damages during the lockdown and curfew.

- The Council of Ministers should revise its decisions about curbing Coronavirus spread.

- To protect public health without damaging the economy, form a joint committee of doctors and economists.

- Recruit medical specialists to form a professional media team responsible for issuing accurate statements based on scientific evidence and official government statistics.

- Require expatriates entering Kuwait to present a negative PCR test result to prove they are free of Covid-19.

- The number of vaccination centers in different parts of the country should be increased.

- Disburse the incentive for workers on the frontlines of the Corona fight as soon as possible - within two months at the latest.

- One year's suspension of loan payments.

The Assembly presented six recommendations regarding the proposal to allocate a supplementary budget for frontliners' incentives to be added to the State budget for fiscal 2020/2021 on May 27, 2021:

- Report to the Assembly on the payment of the frontliners' incentive every three months by the State Audit Bureau (SAB) and Financial Controllers Bureau (FCB).

- Volunteers in cooperative societies, bakeries, civil defense, and Bedoun doctors and nurses are now eligible for the frontliners' incentive.

- Review the list of public sector workers eligible for the frontliners' incentive and ensure they meet the conditions specified by the Council of Ministers by assigning the Civil Service Commission (CSC).

Regarding Israeli attacks on Palestinians, the Assembly presented three recommendations:

- The Inter-Parliamentary Union should take the necessary steps to push for the expulsion of Israel (the Zionist entity) from international parliamentarian organizations.

- Kuwait satellite TV should broadcast the session translated into English to present Kuwait's public and official position on the Palestinian issue.

- Instruct the concerned ministers to intensify efforts to thwart Israel's attempts to normalize relations with the Palestinians.

It was recommended that the Assembly cancel customs fees on imported construction materials, search for additional countries to import construction iron, intensify inspection campaigns to regulate construction materials prices, and suspend the export of locally manufactured construction materials on Jan 25, 2022.

The Assembly presented recommendations on coexistence with Covid-19 on Feb 9, 2022: exempting vaccinated individuals from the regulations aimed at combating Covid-19, allowing unvaccinated individuals to travel to countries which had approved the entry of such passengers, and considering them as fully vaccinated, not discriminating between vaccinated and unvaccinated children, and not demanding arriving passengers to submit negative results of PCR tests conducted in the countries of origin and another PCR test upon arrival at Kuwait International Airport,

Regarding the Russian-Ukraine war, the Assembly recommended the following: expedite the discussion of bills establishing a public disaster management authority, request the Public Authority for Investment to purchase farms in other countries for adequate food supply, increase the capacity of wheat storages, and establish a link between concerned security institutions so that necessary action can be taken in the event of a nuclear leak.

The Assembly recommended that the Public Authority for Agricultural Affairs and Fish Resources (PAAAFR) minutes from January 1, 2012 to March 8, 2022 regarding the distribution of plots to the Public Funds Protection Committee be submitted.

A meeting of the Assembly was held on March 17, 2022 to discuss the proposal to grant retirees a certain percentage of the profits of the Public Institution for Social Security (PIFSS), increase their pensions, and raise the minimum pension amount.

It was recommended by the Assembly on June 14, 2022, that the Legal and Legislative Affairs Committee expedite the completion of reports on bills increasing the minimum pension, increasing the pensions of retirees, and instructing the Financial and Economic Affairs Committee to conduct a study on how retirees should be represented on the PIFSS board. In the meantime, Abdullah Marzouq Al-Roumi has announced that he will run in the First Constituency, Khalid Abdulhameed Ashour and Thamer Khalid Al-Anzi in the Second Constituency, and Farz Al-Daihani, Muhammad Haif, and Homoud Al-Hamdan in the Fifth Constituency.
