Workers Strikes Thorny Issue Of Delayed Salaries
The issue of ‘delayed payment’ of salaries of cleaning company workers is thorny humanitarian issue for the Municipal Council. To look into the issue the Municipal Council held a special meeting to discuss the reasons for non-payment of salaries of cleaning workers for a period exceeding six months as a result of which the workers in the Jahra and Mubarak Al-Kabeer governorates went on strike to demand their rights. In this regard, the head of the fact-finding committee, Abd Al-Salam Al-Randi, stressed that the main reason behind the strike lies in the lack of adequate housing for workers, and due to the delay in the Municipality’s procedures for scheduling and delay in salaries.
The committee said there is need for clear solutions by the Municipality to avoid these strikes, in addition to the importance of accelerating coordination between the supervisory authorities and those responsible for companies and following up on the conditions of the cleaners. Al-Randi indicated that the committee discussed the issue of the strike with the concerned authorities — the Municipality, the heads of the hygiene sectors in the governorates of Jahra and Mubarak Al-Kabeer and the cleaning companies with the aim of addressing this issue in a civilized manner to protect the face of Kuwait.
In turn, Maha Al-Baghli, member of the Municipal Council, said after listening to all concerned parties in the committee meeting, it was concluded that a liaison office should be established between the government agencies, the contracting agency and the Public Authority for Manpower, to avoid the problems of strikes and their causes. She explained some recommendations were made to hold workshops with PAM to solve the problem of employment and inviting the concerned authorities to attend it, and a special workshop to develop hygiene contracts, especially since less than a year-and-a-half remain for the duration of the current contracts. Al-Baghli said recurrence of the strikes by hygiene workers is a sensitive issue and affects Kuwait’s reputation globally, which is unacceptable.
