‘random Selling’ License Mulled – Street Vendors Abuse Denied
The government is currently studying a proposal on granting Bedouns temporary commercial licenses to regulate random selling on the streets, sidewalks and roundabouts; such that they are under the control of concerned authorities like Kuwait Municipality, Ministry of Commerce, and Public Authority for Food and Nutrition, reports Al-Rai daily quoting a source from the government sector.
The source told the daily that the Municipality does not abuse Bedoun street vendors as it is rather taking legal measures against those proven to have violated regulations. The source pointed out that the decision to prohibit selling in the above-mentioned locations is not limited to one group as it is applied on anyone who violates regulations; especially those selling foodstuffs, fruits and vegetables.
Therefore, the higher management at the Municipality decided to present the proposal to be tabled for discussion with the Ministry of Commerce and other concerned authorities, the source added. According to the source, the proposal is subject to revision including the following stipulations: license is in the name of a Kuwaiti – a form of guarantee, nominal monthly fee, the Municipality determines the location, vehicles should have air conditioning and refrigeration systems, the seller must have a health card, and those under the age of 18 are prohibited from working. On the other hand, an official from the Ministry of Commerce confirmed: “We welcome the proposal; that is, if it is submitted to the ministry.”
