MOE: Accounts Clerk Positions To Be Open In All Schools

In public, private, religious, and special education schools, the Ministry of Education has given instructions on how to open positions in accounting, the Al- Anba daily reports, citing sources in the academic sector. In accordance with the approval of the Civil Service Commission (CSC), the ministry plans to open an accounts clerk position in every school. A number of reasons are cited for taking this action, including the fact that most school principals and assistant principals are unfamiliar with Ministerial Resolution number 197/2000, which regulates school funds, disbursements and settlements, bank settlement accounts, and increased workloads for principals and assistant principals, which adversely affects school efficiency.


The addition of an accounts clerk position in schools and kindergartens had a number of effects, including tightening internal controls over the school cafeteria and fund, addressing comments made by financial observers and the State Audit Bureau (SAB) regarding the assignment of accounting staff to jobs that did not require accounting services. According to sources, the accounting clerks in schools and kindergartens are responsible for managing the school cafeteria, the financial fund, and all accounting duties, such as depositing amounts and reviewing invoices according to rules, in coordination with the Department of Financial Affairs. CSC has been asked by the Administrative Affairs and Administrative Development Sector to consider adding the clerk position by Ministerial Resolution number 20/2004 defining the definitions, titles, and conditions for filling positions in the Administrative Department.
