Kuwait's Health Ministry Pays 117 Employees For No Work
It costs the Ministry of Health KD 2,124,754 a year to pay salaries to 117 employees and technicians to monitor the marine ambulance service, which has been suspended for several years due to the lack of boats and facilities. According to the State Audit Bureau, the Ministry of Health failed to meet the requirements for monitoring marine services, including boats, facilities, and maintenance work, resulting in the failure to accomplish the main tasks assigned to it in providing marine ambulance services.
In spite of the fact that the budget was billed for paying the salaries of 117 employees and technicians to monitor marine services at a value of KD 2,124,754, and the Ministry of Health provided a financial allocation of KD 450,000 for fiscal year 2022/2023, which was not utilized despite the Ministry of Health justifying the situation by issuing tender no. S/ MKH/3/2023/2024 to supply an ambulance and rescue boat and open a health quarantine center for an estimated value of KD 450,000.
However, the SAB affirmed, in its annual report to audit and review the implementation of the budgets of ministries and government departments and their final accounts for the fiscal year of 2022/2023, that the ministry’s response confirms its observation and the severe delay on its part in providing the requirements for the work of that monitoring for many years, which resulted in not achieving any benefit from the technical and administrative cadres available therein, in addition to not exercising its assigned powers and burdening public funds with the salaries of those working in that sector.
