Issuing Work Permits To 'sixties'

Despite a verdict by the Court of Appeal last week canceling the administrative decision (27/2021) issued by the Public Authority of Manpower, the renewal of work permits for non-graduate residents aged 60 and up will proceed as planned (PAM).

The court order had indirectly annulled the decision (34/2022), which had amended the text of Article (37) of the rules to make it easier to issue work permits for the 'Sixties.' PAM, for its part, stated that while it respects all judicial rulings, particularly those that are enforceable, the authority had not yet received the merits of the court ruling, and that once it did, it would analyze it, take the required legal actions, and respond to it in n coordination with Fatwa and Legislation Department.

Meanwhile, PAM has stated that it will continue to renew work permits in accordance with the controls and requirements outlined in the amended decision No (156/2022), which was published in the Official Gazette.

PAM responded to the court ruling by stating that Article (37) of the new regulation contains the same requirements as Resolution (34/2022) for renewing work permits in the above-mentioned categories — KD250 annual residence renewal and an irrevocable comprehensive health insurance policy issued by one of the qualified companies approved by the Insurance Regulatory Unit. The regulator went on to say that the renewal procedures have only one change: insurance companies are no longer need to be listed on the stock exchange in order to issue insurance documents.

PAM noted that the court ruling was issued against an old regulation that the authority had canceled, and that it had issued a new regulation (No.156/2022) on March 13 that cancelled the decisions (552/2018) and (27/2021), as well as all decisions and circulars that contravene its provisions, in its second article.
