Why Pam Decision Not Enforced? Details On 60s Issue Sought
National Assembly Speaker Marzouq Al-Ghanim recently met members of the Delegation for Relations with the Arab Peninsula (DARP) at the European Parliament who are currently on official visit to Kuwait. The delegation is headed by European Parliament member Sven Simon and it includes Ismail Ertug from Germany, Jose Ramon Bauza Diaz from Spain, Dian Riba Giner from Spain and Ryszard Czamecki from Poland. Inter-Parliamentary Union member MP Osama Al-Menawer and Ambassador of the European Union to Kuwait Cristian Tudor also attended the meeting. During the meeting, they talked about the Kuwaiti democratic experience, ways to strengthen relations between Kuwait’s legislature and the European Parliament, and the recent regional and international issues.
On the other hand, MP Fares Al-Otaibi asked why the Minister of Commerce and Industry Abdullah Essa Al-Salman did not implement the decision of the Public Authority for Manpower (PAM) regarding the suspension of the renewal of work permits for not highly qualified expatriates who reached 60 years old and above. He wants to know the categories included in the decision based on their nationalities and professions; if governance rules were applied during voting on the decision; legal basis of the minister in not signing the decision of the PAM Board of Directors; if it is true that Kuwait Chamber of Commerce and Industry (KCCI), Kuwait Labors Society and other institutions approved the KD2,000 health insurance fee for these expatriates; and total amount that will be collected in case the decision is implemented. He also requested for copies of the minutes of meetings on the issue.
Meanwhile, the parliamentary Youth and Sports Affairs Committee on Wednesday discussed several issues which, according to Committee Chairman MP Abdullah Al-Turaiji, include sports professionalism, investment and strategy of the government to develop sports. He added the committee invited Minister of Information and Culture and Minister of State for Youth Affairs Abdulrahman Badah Al-Mutairi to its meeting on Sunday to participate in specifying priorities and to continue talks on the above-mentioned issues. In another development, MP Abdulkareem Al-Kandari has submitted a bill on preventing the ministries of Interior and Defense from imposing security restrictions on innocent individuals; as this is a violation of Article 32 of the Constitution which states: “Crime and punishment will be regulated by law. Criminal punishment shall not be infl icted on the basis of ex post facto laws.” He concluded that it is illegal to accuse someone of committing a crime which the latter is not aware of and without giving him a chance to defend himself.
