Pam Allows Expats In Government Agencies To Shift To Private Sector

The Public Authority for Manpower (PAM) issued today, Wednesday, an administrative decision regarding the shift of manpower personnel between different activities in light of the threat of the Coronavirus and the measures taken by the state. PAM announced in a press release that under the decision, expatriate workers who work in government agencies from ministries, agencies, and public institutions, as well as those with family visas, were allowed to transfer to the private sector in accordance with the regulations in force at the authority.

In addition, the decision also permitted the transfer of labor from some activities that were banned to outside the sector, noting the sectors are industry, agriculture, herding, fishing, societies, cooperative unions, and employment in companies located in the free trade zone whose legal status is currently being amended as a condition for completing the transfer and approval has been received from the employer.

He stated that the decision also includes permitting the transfer of locally employed workers in all sectors with the consent of the employer and without the condition of the period stipulated in Clause No. (1) of Article (5) of Administrative Decision No. (842) of 2015. However, the permission does not extend to government contract employment or small and medium enterprises. The statement emphasized that this decision came in response to the needs of the labor market during the current period and will be implemented until further notice in light of the repercussions of the pandemic.
