Moi Cancels Paper Transactions For Health Insurance

The private health sector facilities are in total disarray as the issue of the authentication of medical certificates has not been given proper attention and to add insult to injury gets delayed until this ‘ticking bomb’ will near explosion, reports Al-Rai daily.

The state of confusion and paralysis has hit most of the facilities in the sector and the Ministry of Health has stopped the program of bringing in visiting doctors until this issue is resolved.

The state of confusion in the private health sector surfaced when some institutions contracted medical personnel to work for them and now continue to pay without them doing any work because at the center of confusion is the accreditation of their certificates on one hand and the threat of terminating the services of others on the other, the issue that has been postponed more than once.

The problem is further complicated by the opening of new civil facilities such as medical centers, dispensaries, clinics, pharmacies or laboratories and the concerned authority has to bear the financial burden in the form of salaries of people contracted to work and rents of the facilities which have yet to open the doors for business.

The crisis has become more acute because of the visiting doctors have already scheduled their plans to visit some patients. The health facilities overnight found themselves, in trouble with these visiting consultants on the one hand, and with patients on the other hand, because they are unable to work and to meet the prescribed appointments with patients.

Context
In the context of the search for solutions with the increasing suffering and the inability of the Ministry of Higher Education to find practical solutions to the delays in accreditation of certificates, some suggest that there should be supreme committees at least temporarily in the ministries of Health and Higher Education, including a representative of the Ministry of Higher Education to establish a mechanism to ensure services are not disrupted, especially in the medical sector taking into account the order of priorities.

The health sources confirmed the recruitment of consultants which fall within the program of visiting doctors at the Ministry of Health was postponed until the issuance of the executive regulation to the law, which expired on January 3, stressing this week will see a suitable solution with the issuance of the executive regulation of the law.

Meanwhile, the Ministry of Interior has cancelled paper transactions for health insurance, and instead, the payment of health insurance fee will be done online for everyone who have fulfilled the residency application conditions starting from October 6, 2019, reports Al-Seyassah daily.

In a statement issued through the General Department of Public Relations and Security Media, the ministry exempted the Citizen Service Centers from the online payment services until 28th of this month (October). Statement affirmed that, after the announcement, all paper transactions will be cancelled completely and replaced by online service on the Ministry of Health’s website www.moh.gov.kw, and the applicant should log in to complete the payment of health insurance before heading to the departments of residency affairs or the service center to complete the remaining procedures.

It added that the bodies relevant to health insurance for expatriates, which are the Ministries of Health and Interior, are connected through a portal, in addition to the Public Authority for Civil Information in order to ensure instant completion of transactions through a mechanism that assures safety and security of information.
