Dhaman is the first healthcare institution in the Middle East to operate through a public-private partnership (PPP). In terms of the number of individuals covered by health insurance, it is the largest in Kuwait. About two million expats (Article 18 visa holders) and their families will now be covered by mandatory health insurance.
