Expat Quota System
A recent advisory report submitted by independent academic institutions to the government outlines potential strategies to tackle the demographic imbalance in Kuwait's labor market. This comes as part of the executive authority's efforts to address the significant growth of expatriate workers compared to Kuwaiti citizens and the resulting impact on public services and infrastructure quality.
The report highlights key recommendations, focusing on achieving a balanced demographic structure and enhancing the caliber of expatriate employees while simultaneously decreasing the number of unskilled foreign workers. Additionally, the report suggests implementing a nationality-based quota system in Kuwait.
As per the report, proposals submitted to the Council of Ministers discuss the implementation of the quota system, setting a cap for each nationality at no more than 25% of the Kuwaiti population. Introducing a time limit for expatriate residency in Kuwait could also contribute to eliminating surplus and redundant labor within the market.
Furthermore, the Manpower Authority is currently reassessing the provisions granted to individuals aged 60 and above without university degrees. All decisions made are subject to periodic evaluations to gauge their effects on the labor market. The Manpower Authority previously issued a decision permitting people over 60 without a college degree to secure a work permit by transitioning to the private sector.
