It is known that all work permits have been suspended from issuance, in light of the instructions of the Council of Ministers due to the current conditions facing the country in the matter of combating the emerging “Corona” virus (Covid 19), and we note that the Public Authority for Manpower is in coordination with the Ministries of Health and Interior in Concerning common issues, including what is related to the recruitment of workers in general, in light of the mandates of the Council of Ministers in this regard.

• If domestic workers are allowed to be brought in, are there countries that will be excluded from recruitment?

We previously indicated that there is coordination between the relevant bodies related to the recruitment of workers in light of the decisions of the Council of Ministers, and certainly the controls related to recruitment will be determined in light of what the state sees in terms of health procedures and measures after conducting the necessary assessment of the health conditions in the countries from which workers will be recruited, and on this basis The controls related to this matter will be announced in due course, God willing.

• There is a domestic worker stuck in her country. Is it possible for her to return directly to Kuwait without stopping in one of the countries not covered by the ban for a period of two weeks?

The authority is in continuous coordination with the competent authorities in the Ministry of Interior and Health regarding the mechanism for returning stranded domestic workers, through procedures that are being prepared in the current period, including procedures related to how to quarantine and take measures to examine the virus, and measures to confront it if it is discovered, and finally Coordination with the Ministry of Interior regarding residency procedures.

• What is the authority’s role in fighting the black market for day-to-day domestic workers, especially before the Corona pandemic and stopping recruitment?

The authority works through the Department for Regulating the Recruitment of Domestic Workers to confront violators of the provisions of the Domestic Workers Law, using the measures and powers that the law guarantees to the Commission in this regard.

When any report is received or any inspection is conducted by the employees of the concerned department, violations are detected and recorded, and coordination is made with the Ministry of Interior to complete the procedures to verify the reported facts, or those that have been revealed through inspection, where all legal measures are taken. What is applicable in this regard, including the power it contains to issue suspension decisions towards violating domestic labor recruitment offices.

We do not fail to indicate that the Commission is fully prepared to receive reports regarding the commission of violations related to this matter, and we take the opportunity to call on everyone who detects violations of this kind, to quickly inform the Commission so that it takes measures regarding such illegal phenomena, especially since some of them are related to crimes It relates to trafficking in persons, and it relates to the obligations of the State of Kuwait before the international community, and the international agreements that have been ratified in this field.

• In the event of the escape of domestic workers and the registration of a report to leave a job, is there a procedure for the employer not to bear the sums of expatriation of the workers later?

Article 51 of Law No. 68 of 2015 in the matter of domestic workers stipulated that when a domestic worker leaves work to an unknown destination, the Ministry of Interior will deport him, after the travel expenses, departure tickets and the amount paid by the shelter employer or the recruitment office, if it is not possible to reach The home side, during the guarantee period.

As we have indicated, we seek to open new markets for the recruitment of domestic workers, and we are keen to review the articles of Law 68/2015 regarding domestic workers and its executive regulations, and we are in the process of introducing some amendments to the articles contained therein, and the authority also seeks to expand the addition of some procedures and their empowerment, To facilitate transactions that take place in the matter of domestic workers, as well as expand the provision of headquarters for the authority in all governorates, to facilitate procedures for completing transactions.

Excluding the recruitment of workers from the plan to address the composition
