Audit Bureau Charges Kapp With Tardiness
The State Audit Bureau in its latest report on the Kuwait Authority for Partnership Projects (KAPP) has criticized the authority for its tardiness in getting projects off the ground in a timely manner.
The bureau said KAPP was found to be slow in launching several projects related to various government agencies. Among other observations made by the Audit Bureau against KAPP are:
The Bureau also monitored several observations, most notably the following:
• Not filling 50 job vacancies that require graduates, out of 128 approved degrees for public jobs, and filling other vacancies by only 39 percent.
• The slow progress in procedures related to the two projects of Al-Zour North stations, for the second and third stages, and Al-Khairan.
• The slow and delayed procedures for offering and awarding the Kuwait Railways network, despite the Supreme Committee’s decision on 27 September, 2009, to approve the investment in the project in principle.
• Public funds were charged KD509,000 dinars, for preparing feasibility studies for the now canceled Abdaliya project.
• The delay and slowness of the Authority in launching a project to build and operate the vehicle auction market. Although the project competition committee was formed in 2019, the project has not yet been launched.
• The Authority was falling behind in the procedures for launching a project to develop and expand the sewage system in the western area of Kuwait, despite the Ministry of Works expressing its interest in 2013 to launch the project according to the partnership between the two sectors.
• Failure of the Ministry of Electricity and Water to submit any documents to the KAPP proving that the Al-Zour North Plant Project Company (the first phase) has fulfilled the requirement of the Audit Bureau, related to the work of the station at full production capacity required, throughout the contract period without an increase in fuel consumption.
• Failure to comply with the Kuwait Municipality’s recommendations of the Meat, Vegetable, Fish and White Market (Mubarakiya Market) project.
• Delay in the start of procedures for the Shagaya Renewable Energy Complex project (third phase).
