Allowing Barbecue In Public Parks Remains Contentious
Deputy Director General of Ahmadi and Al-Jahra branches of Kuwait Municipality Faisal Al-Juma affirmed that the Municipality initially agreed on the decision allowing barbecue in public parks based on specific conditions and regulations set by the Public Authority for Agricultural Affairs and Fish Resources, reports Al-Rai daily.
Al-Juma said “there is no objection to the decision that allows barbecue in public parks but Kuwait Municipality cannot impose the idea on concerned authorities, especially after addressing the Public Authority for Agriculture Affairs and Fish Resources (PAAAFR) to specify parks where barbecue is allowed. He added public parks in general are not meant for barbecue unless the concerned authority agrees in accordance with specific environmental requirements- like all other countries.
In response to the idea of charging fees for barbecue at public parks, Al-Juma said, “Kuwait Municipality cannot charge fees for services it provides to the general public, indicating the decision is up to the Public Authority for Agriculture Affairs and Fish Resources.
In the same context, Director of the Hygiene and Road Occupations Department at Hawalli Municipality Dr Saad Al-Jalawi told the daily “there is no clear and explicit law of the municipality banning barbecue in public parks, and what has been issued is just a circular. Therefore, concerned directorates for hygiene must issue a circular that complies with the Municipal Law No. 5/2005.
He pointed out that Kuwait Municipality has the right to issue violation against those who barbecue and discard charcoal in the garbage, in addition to KD300 fine or a reconciliation order of KD100. Previously, Kuwait Municipality suggested allocating specific sites for barbecue based on certain conditions but the idea was discarded by relevant authorities.
