‘umrah’ Visits Expected To Begin In Near Future
The Ministry of Social Affairs (MoSA) has addressed the Ministry of Awqaf and Islamic Affairs for lists of names of the Umrah travel offices in preparation for the start of operation in the near future. This comes after the issuance of ministerial resolution No. 46/T/2021 regarding the amendment of the cooperative work regulation, which re-allowed cooperative societies to organize Umrah trips and social activities such as booking chalets and recreational events inside Kuwait, but with specific controls, in order to enhance solidarity and community partnership, reports Aljarida daily quoting reliable sources from the Ministry of Social Affairs.
They revealed that the Department of Oversight and Inspection in the Cooperative Sector in the ministry has implemented new controls for cooperative societies to organize Umrah trips, with the aim of eliminating any manipulation or profiteering, or exploiting the matter in a twisted and illegal manner, or harnessing it for commercial purposes or political advertising and promotion. The sources explained that the controls include – The applicant companies must be approved by the Ministry of Awqaf and Islamic Affairs, and they must have a valid license with competence and previous work. Unaccredited companies will not be accepted or allowed to enter the bid for opening envelopes and awarding.
In another development, the sources revealed that there are more than 6,000 male and female employees in all sectors of the Ministry of Social Affairs who are waiting for the launch of the annual evaluation procedures and work that will start this month, according to the Circular No. 17/2021 of Civil Service Commission regarding the performance evaluation of workers to be calculated within the total periods of delay during the current year.
They said, “The ministry’s Computer Department is currently working on downloading the evaluation program on the computers of the employees, irrespective of whether they hold supervisory positions such as managers, observers and heads of departments, or assistant undersecretaries, to start the evaluation work. There are five factors on the basis of which the final evaluation of the employee will be calculated.
They are individual performance factors, group performance factors, personal capabilities, assessing the efficiency of supervisory occupants, and measuring the extent of commitment to official working hours. The evaluation is calculated according to the percentage obtained by the employee as follows – 54 percent and less – Poor, from 55 percent to 74 percent – Good, from 75 percent to 89 percent – Very Good, and 90 percent and above – Excellent. The evaluation process entails the disbursement of rewards for excellent work and promotions by selection.
