Sponsorship System In Kuwait Must End: Says Nbhr Chief

The head of the National Bureau of Human Rights (NBHR) in Kuwait, Ambassador Jassem Al-Mubaraki, stressed that “the sponsorship system must end because it distorts the image of Kuwait, has been misused, and has led visa trade (not human trafficking because there is no human trade in Kuwait in the conventional sense).”

He pointed out “the visa trade does neither serves Kuwait’s interest nor its development, but helped to a great extent to distort its image abroad because globally visa trade is considered as a form of human trafficking, because according to international standards, any work relationship in which the two elements of coercion and exploitation are combined falls under human trafficking.”

Al-Mubarki’s was speaking on the sidelines of the first founding session held by the Bureau in cooperation with the Arab Network for National Human Rights Institutions, during which he revealed that “the Bureau is in the process of joining the Arab Network of National Human Rights Institutions and the Permanent Committee for Human Rights in the League of Arab States.”

The Al-Rai quoting Al-Mubaraki pointed out that “the Bureau has submitted its first report to the Council of Ministers, and we are now in the process of submitting our second report, which will include 2020 and 2021 – the period that was shadowed by the outbreak of Covid-19 pandemic” and at the same time he referred to “a plan to amend the Bureau’s law because there are some negatives that do not help its independence.”

Regarding the recent universal periodic review of Kuwait’s file at the United Nations, Al-Mubaraki said: “We did not participate in the report submitted by the government because we were not invited to participate in preparing the report of the Committee on Economic, Social and Cultural Rights at the United Nations, bearing in mind that this participation is an obligation contained in paragraph 7 of Article Six of Law No. 67 of 2015 regarding the establishment of the National Office,” noting at the same time that “several issues were discussed, such as women’s issues and illegal residents.”

He concluded, saying, “Through the previous reports, the topics that are focused on are such as employment, the death penalty and the issue of homosexuals, and these are matters we responded to at that time. We in Kuwait cannot accept the imposition of other cultures on us.”
