Service Commission's Haphazard Structure Hits Public Sector Job Nominations
The nomination of citizens, who registered in the central employment system of the Civil Service Commission (CSC) to apply for public sector jobs, has been delayed due to the haphazard organizational structure of the CSC, reports Al-Anba daily quoting sources. Sources explained that the distribution of departments in the organizational structure of the CSC was done in a random manner; thereby, delaying the documentary cycle for completing the work, in addition to the dispersion of powers that were supposed to be given to one department, sector or official. Sources said the process of nominating citizens registered in the central employment system requires the coordinated efforts of several departments including the Information Systems Department, Ranking Department and Selection Department. Sources revealed each director must address the assistant undersecretary who in turn addresses the undersecretary to obtain approval.
Sources added that the Budget, Job Title Modification, Manpower Needs, Job Grades and Titles departments are not under the Employment Sector as they are distributed to various other sectors. Sources also stated that the Job Description Department is under the Administrative Development Sector and the Job Arrangement Department is under the Financial and Administrative Sector, indicating that only the Registration and Nomination departments are under the Employment Sector. They pointed out that this dispersion is unhealthy and does not serve the work. For example, the Employment Sector must address four departments under other sectors to create a new job title, sources said.
Sources disclosed that the Job Arrangement Department, which is under the Finance and Administrative Sector, is responsible for approving job titles for new employees and this is supposed to be the responsibility of the Employment Sector. The Organizing Structures and Job Descriptions departments were merged and put under the Administrative Development Sector, although the Job Descriptions Department’s task is to set the terms of reference for the employee’s job title in new jobs and this is the responsibility of the Employment Sector, they added.
Sources stressed the need to solve this issue, especially since the Employment Sector is considered the most important sector in the CSC; and the departments entrusted with carrying out its tasks are distributed to other sectors. Sources went on to say that the Termination of Expatriates’ Services Department is under the Employment Sector, even though it is supposed to be under the Legal Affairs Sector, which currently has only two departments — the Legal Advice and Legislation Department and the Grievances Department; while some sectors have five departments.
