Mp Has Presented Questions To Acting Moi About The Law On Impounding Vehicles

MP Waleed Al-Tabtabaei has presented questions to acting Minister of Interior Sheikh Khalid Al-Jarrah about the law on impounding vehicles. He said the Ministry of Interior had earlier decided to amend some provisions of Decree No. 81/1976 on the executive regulations of the Traffic Law by adding three items – 27, 28 and 29 – to Article 207.

He disclosed the amendment stipulates impounding of a vehicle in case the driver uses a mobile phone by hand or if the driver and the front seat passenger are not wearing seat belts. He wants to know if the ministry studied the mechanism for implementing the decision to identify the positive and negative aspects. If yes, he demanded for a copy of the study. He asked if the ministry utilized the experience of other countries which impound cars for the above mentioned violations or if Kuwait is the first country to implement this decision.

He requested for details such as the total number of wenches and surfaces being used on the streets of Kuwait in order to implement the decision; owners of these items – whether the ministry, companies or individuals; names of companies which own these items if any, the mechanism for contracting with them; and places allocated for impounded vehicles.

In a related development, MP Mohammed Al-Dalal is of the view that the impounding of cars in the last few days was an excessive and inappropriate action. On his Twitter account, Al- Dalal said Kuwaitis support application of the law and strictness in dealing with traffic violations; but everyone thinks the recent impounding of cars was exaggerated up to the extent that it negatively affected Kuwaiti families, not just the persons who committed the violation. He then called on the ministry to review the decision quickly.
