Moe’s Request To ‘exempt’ Some Staff From Kuwaitization Rejected
The Civil Service Commission (CSC) has rejected the request of the Ministry of Education to exempt legal practitioners and engineers from Kuwaitization during the 2020/2021 academic year, and agreed it for the workers of social and psychological services and laboratory assistants, reports Al-Qabas daily quoting an informed source. He explained that the Undersecretary of the Ministry of Education Dr Ali Al-Yaqoub received a letter from CSC, which highlighted that CSC did not agree to exclude holders of jobs in the fields of law, politics and Islamic affairs as well as jobs in the field of information systems and technology.
It also requested for all the administrative decisions related to the termination of the services of non-Kuwaiti employees through Kuwaitization in the last four years. In a related context, the Ministry of Education recently asked CSC to exclude librarians from the Kuwaitization and replacement policy due to shortage of qualified individuals in this job and the inability to provide alternative replacement among citizens. It also requested the exemption of specialists in the research and educational curricula sector.
In a letter, the ministry affirmed its urgent desire to implement Kuwaitization in a way that does not affect the conduct of the teaching and educational processes. Highlighting the statement issued by the departments of Libraries and Educational Technologies, it stressed the existence of the need for the positions of librarian and developers of educational technologies.
The ministry stated that it is difficult to complete the implementation of the decision in the current period due to the lack of these jobs, the opening of new schools annually, and the increase in the number of retirees and resigners, as well as the inability to provide an alternative. It indicated that cadres specialized in developing curricula and controlling the quality of education are required, as well as specialists with experience in language correction and conducting educational research.
The ministry informed CSC that citizens have not been nominated to work in the educational research and curricula sector so far, at a time when the sector needs specialized cadres characterized by accuracy and speed of completion due to the commitment to evaluating curricula and presenting them on specific dates, conducting educational research during calculated periods of time, and printing and reviewing approved curricula before the start of the school year.
