MOE Plans New Regulations On Public School Rental Fees And Building Utilization

The Ministry of Education is in the process of drafting new regulations aimed at increasing rental fees for public schools and establishing guidelines for the utilization of vacant buildings, educational rooms, classrooms, playgrounds, and cafeterias.

According to information disclosed to Al-Rai newspaper by an educational insider, these proposed regulations are currently under careful consideration. Once finalized, they will be presented to Dr. Adel Al-Adwani, Minister of Education and Minister of Higher Education and Scientific Research, for ultimate approval.

The insider highlighted that in certain instances, annual rental fees for schools can amount to 300 thousand dinars each. Additionally, there are presently 45 government schools serving as headquarters for private schools under temporary administrative licenses, which are renewed based on the ministry's future requirements.

Four distinct methods for private schools to utilize buildings have been outlined:

  1. 1. Utilization of buildings owned by licensees.
  2. 2. Leasing of buildings from individuals or companies for operational purposes.
  3. 3. Leasing of buildings from the Ministry of Finance, located on public state property, utilizing a BOT lease contract system, with revenues collected through the Ministry of Finance.
  4. 4. Repurposing of vacant government school buildings allocated under temporary exploitation licenses for educational purposes, with exploitation fees collected as part of the Ministry of Education's revenues.
