Kuwait Is Determined To End Begging During Ramadan

As the holy month of Ramadan begins, beggars take advantage of the spiritual environment and roam residential neighborhoods, posing security issues.

What's remarkable about the issue of beggary is that beggars behave in a variety of ways, with some claiming illness and presenting 'tailored' medical papers, and others alleging physical infirmities to manipulate citizens' and residents' emotions in order to obtain cash.

The Ministry of Interior has prepared a plan to combat this alienating phenomenon, which is more prevalent during the holy month, noting that the General Administration of Residence Affairs has set up a specialized security team from its various departments to follow up on and eliminate begging and control beggars, especially in market places and mosque areas, and to refer them to the appropriate department.

Security squads will continuously report on the status and activities of firms, institutions, and individuals conspiring with beggars, according to local Arabic daily citing knowledgeable sources, and urge that they never are allowed to issue employment and visit visas.

The orders issued are clear and unequivocal, according to the sources, and include putting a 'ban' on the company that delivers persons on a visit visa who are seen begging for charity. Those who have valid residence on corporate sponsorship and are detected begging would face harsh fines, while ladies on Article 22 (family visa) who are caught begging will be deported together with their entire family.
