Education Committee Approved Quota-based Hiring Of Teachers
Parliament’s Education Committee has approved the proposal submitted by MP Omar Al-Tabtabaei to specify quota for teachers based on their nationalities in order to ensure the availability of varied experiences and pave way for recruiting teachers from countries that top in indexes related to quality of education, reports Al-Rai daily.
In the proposal, which has been referred to the Cabinet, the MP suggested certain criteria that the committees, which are assigned to recruit teachers from overseas, should commit to. These criteria include – the teacher must have at least ten years of experience in order to sign a contract with Ministry of Education.
The teacher must have a masters’ degree for the specialization that he/she chooses to teach. The evaluation of the teacher’s bachelor and master’s degree certificates must be “Very Good”. MP Mohammad Al-Dalal praised the Parliament’s Education Committee for approving his proposal concerning the formation of a committee by the Council of Ministers to deal with the growing phenomenon of loyalty to certain sects, tribes, families, and classes, and ensuring the committee has representatives of different relevant state institutions.
Head of Kuwait Society of Engineers (KSE) Eng Faisal Al-Attal has announced the withdrawal of the title ‘engineer’ from 1,200 non-Kuwaiti architects for failure to meet the conditions; while the certificates of 2,500 expatriate architects were accredited as they fulfilled the conditions, reports Al-Qabas daily.
Speaking to the daily, Al-Attal clarified that the architectural technician cannot be equated with the architectural engineer according to KSE’s regulations. He said the KSE grants the title ‘engineer’ to those who hold a bachelor’s degree in engineering and ‘architect’ to those holding a bachelor’s degree in architecture.
On the stand of KSE regarding the attempt of many non-Kuwaiti architects to obtain the title ‘engineer’; Al-Attal asserted: “With all due respect and appreciation to our colleagues – many of whom graduated from the Faculty of Fine Arts, we are proud of their membership in the society, but the title and classification should be based on global standards.”
He added thousands of Kuwaiti engineers prefer the title ‘architect’ including 600 who hold the title ‘engineer’ for obtaining a certificate from the Faculty of Architectural Engineering while 400 of them got the title ‘architect’.
Meanwhile, the Administrative Department of Ministry of Education has appointed 370 Kuwaiti teachers and executives after freezing the application of the law on accreditation of scientific certificates, reports Al-Rai daily quoting an informed educational source.
He said the procedures for the appointment of Kuwaiti teachers who graduated from the College of Education and the main education college have been completed in all educational zones.
The source affirmed that 290 Palestinian teachers have been granted medical certificates after conducting fitness tests in order to assume work in the educational zones. He revealed that Israeli authorities refused to grant exit permits to 12 Palestinian teachers from the occupied West Bank with whom the ministry had signed contracts
