Convert Jleeb Into A Commercial Or Investment Establishment Or Resort To The Judicial System

30 March 2022 Kuwait

While residents of the Jleeb Al-Shuyoukh area screamed about government neglect, infrastructure destruction, and the spread of security, social, and economic problems, they demanded that the area be valued or transformed into commercial or investment housing, and threatened to go to court to force the sale of their properties, which they have been denied to sell for 15 years, considering that two types of real estate – residential and commercial – exist in the area.

One of the residents, Dr. Muhammad Al-Haras, said in a press conference held in his Diwaniya in the Al-Rehab area yesterday evening that slums have spread throughout Jleeb and into other areas, emphasizing that "any official who accepts the situation of Jleeb Al-Shuyoukh is a traitor to the principles of political and national virility." The problem can be solved by returning the money to residents who have been "deprived of selling the homes that they purchased with their own money."

According to Al-Haras, there are two things that are not sold in Kuwait, namely the properties of Jleeb Al-Shuyoukh and cemeteries, as a result of administrative confusion in not finding a solution to an area named after Jleeb Al-Shuyoukh, which has been established since 1965, pointing out that denying people the opportunity to sell their 1600 properties is a violation — legitimacy and constitutional – people are being robbed of their money unjust

He indicated that if the Jleeb issue is not resolved, whether, in terms of appraising it, transferring it to investment or commercial housing, or dispersing its lands as private housing for citizens, the subject will be taken to the courts.

Saud Al-Fahd, for his part, ruled out the government playing any role in solving the Jleeb problem due to its inability, expressing surprise at the region's representatives' silence in demanding the rights of their voters, stating that they are aware of the problems in Jleeb and stressing the need to develop solutions to return the money that the government "stole" by not allowing property sales. The sheikhs who spent money out of their own pockets to register with the Justice Ministry and the Kuwait Municipality and pay the requisite fees were stopped from selling for no discernible or reasonable reason.

Al-Fahd stated that the area houses approximately 400,000 expatriates, singles, and workers and that the government should consider finding housing for them before considering removing them from the area, as this is contrary to humanitarian considerations and evidence that the government lacks a clear vision in determining the time and manner in which the issue will be resolved.

Rashid Al-Mutairi, on the other hand, believes that the area is ideal and strategically located, and that it is an opportunity for the government to develop it as a commercial, entertainment, and tourist center, but that the government lacks vision and is unconcerned about the country's and citizens' interests.

Al-Mutairi pointed out that many orphans own real estate in the region and are unable to sell it or inherit it as a result of the government's refusal to sell the property 16 years ago, and even to rent it to companies, turning it into a den of corruption, vice, poor infrastructure, and the resulting security and social problems. He urged the administration to take action as soon as possible to resolve the problem.

Fahd Al-Rashed expressed his regret that the government always postpones resolving its issues, especially the popular ones, without a clear vision of the reasons for this, reducing its popularity over time, pointing out that the Jleeb problem arose more than 15 years ago, preventing the sale and purchase of it, as well as neglecting some activities. Commercial projects have been paused, as have infrastructure maintenance initiatives, and there are no remedies in sight, leaving the issue to time, the amount of which we have no idea.

Muhammad Al-Haras requested His Highness the Prime Minister, Sheikh Sabah Al-Khaled, to visit his Diwaniyah and then tour the Jleeb region to observe what is unbelievable and contradictory to what he has been told — the decaying area in all its aspects.

Jleeb Al-Shuyoukh is an excellent location, located between the Kuwait International Airport, Jaber Stadium, and Al-Shaddiyah University, surrounded by motorways and only 16 minutes from the Capital City, according to Al-Haras."
