The Ministry of Education tends to sign contracts for cleaning workers when it is unable to meet its need for female cleaning workers through local contracts. According to Al-Qabas daily, 1,000 female workers will be required to work in schools in India and Nepal. According to informed sources, the Ministry of Education's Department of Administrative Affairs and Administrative Development has formally requested the Civil Service Commission to approve "foreign contracting committees", which will visit India and Nepal to sign contracts to recruit 1,000 women to meet ministry requirements.

After obtaining the approval of the CSC to form these committees, sources predicted that the committees would leave Kuwait in December. Since schools, educational centers, and the Ministry’s General Office continue to require cleaning workers, the ministry was unable to hire local contractors to meet the demand. The sources stated that the ministry requested to dispatch two committees for selection and outsourcing for the job (females only) in India and Nepal, the first headed by an assistant undersecretary and the second headed by a director of department, and included members in both committees, who had the technical competence concerned with the departments of services and human resources, to carry out the tasks of selection and sorting applications, auditing and conducting personal interviews with the applicants, and then carrying out the contracting procedure.

Various sources stated that the ministry wanted to ensure the smooth operation of educational facilities by providing the necessary services, including hygiene. This is in a way that ensures the smooth functioning of education facilities.
