The Municipal Council Moves Forward With The Jahra Development Project

Municipal Council member Abdullah Al-Enezi presided over the recent meeting of the Jahra Governorate Committee, which approved four out of 10 proposals and requests on its agenda as follows:
â– Proposal of council members Abdullatif Al-Daei, Alia Al-Farisi, Sharifa Al-Shalfan and Abdullah Al-Enezi to establish a camping area in the northern part of the country.
â– Request of the Public Authority for Roads and Transport (PART) to allocate sites for open rainwater collection basins, open water channels, underground water connections, earth berms and rainwater drainage paths in the Nawaf Al-Ahmad residential area.
■Request of the Ministry of Awqaf and Islamic Affairs to allocate a site for a mosque and parking lots along Jahra Expressway – Route 80, next to a gas station between Jahra Natural Reserve and the northwestern part of Jahra.
â– Request of PART to establish entrance and exit points in the northwestern part of Jahra along Road 80 opposite the shooting club.
Meanwhile, the committee kept on its agenda the following:
â– Question of member Abdullah Al-Enezi regarding the road from Saleel Al-Jahra Bridge, which connects the Sixth Ring Road to Mutlaa City.
â– Request of Kuwaiti Dairy Company to license a canteen for its employees within the boundaries of the plot allocated to it measuring 70,000 square meters in Sulaibiya Agricultural Area.
â– Request of the Public Sports Authority to allocate surface parking lots for the Equestrian Club in Jahra.
■Al-Enezi’s question about the noncompletion of the project of the Technical Inspection Department at the Ministry of Interior in Jahra Governorate. In addition, council member Farah Al- Roumi presided over the meeting of the Practice of Engineering Professions Committee.
The committee endorsed the proposal to oblige engineering offices and consulting firms to include in their supervision contracts with property owners a clause stipulating commitment to what was stated in the pledge to supervise the implementation of the construction (structure) of the site by these offices and firms, as well as to add this clause to the supervision pledge. Commenting on the committee’s decision, council member Farah Al-Roumi affirmed the proposal will benefit all parties involved in the construction process, as the property owner will guarantee the quality of the concrete used in the construction.
In the early stages of building the concrete structure, the defects (if any) will be detected immediately, thereby, avoiding losses if the defect is discovered after the completion of the concrete structure work. The proposal will also ensure that the engineering office, Al Dar Consulting, in the event that it implements all of its obligations stipulated in the contract concluded with the property owner, will not hold it responsible for the failure of the concrete at any stage of implementing the black structure work (if it occurs); hence, avoiding being charged compensation for damages that may befall the property owner as a result of this failure, Al- Roumi explained. Al-Roumi pointed out in a press statement that the proposal will prevent the company supplying the concrete from completing the pouring of concrete which may not conform to the specifications, thus, avoiding any future losses resulting from this, as well as sparing the contractor from bearing the effects of pouring concrete that does not conform to specifications.
This is in addition to reducing the number of complaints that will be submitted to the Kuwait Municipality from property owners, reducing the burdens of the Municipality in following up and verifying these complaints, reducing the number of lawsuits filed by property owners against the parties involved in the construction work or complaints submitted against them at the Public Prosecution, hence, reducing pressure on the judicial system and its supporting bodies in assessing these lawsuits and complaints.
