Ministers Names In The New Govt Are Expected To Be Announced Next Sunday
The names of ministers in the new government are expected to be announced next Sunday and they are will most likely take the oath of office before His Highness Sheikh Sabah Al- Ahmad on Monday, reports Al-Anba daily.
His Highness the Prime Minister is expected to choose ministers who will uphold the constitutional principles, most notably the cooperation between the executive and legislative branches to help the implementation of the development programs.
;
The new government will take into account harmony among ministers and their competitiveness which will reflect positively on the achievements made by them in general in coordination and cooperation with the legislative authority. The new government is expected to attend the Dec 5, 2017 session of the National Assembly.
There is also a possibility that six ministers will either be reshuffled or will not be selected. Earlier, National Assembly Speaker Marzouq Al-Ghanim said on Tuesday the Constitution sets a two-week deadline for government formations at the start of a legislative term, otherwise, there is no specific time limit throughout the rest of the term. At a press conference at the National Assembly building, Al-Ghanim said the current period that has passed since the government resigned at the end of October remains shorter than others prior to this. There are precedents in which a formation has taken longer than the current period, he said.
However, the chief lawmaker underlined that the matter should not be carried out without a timeframe having been set, as there are political considerations that should be taken into account. Whether the parliament could hold sessions in the time being, he stressed that “it is clear and evident that National Assembly sessions cannot be held without the attendance of the Cabinet.”
;
Al-Ghanim went on to urge that the endeavor be completed in the quickest time possible with the most suitable candidates selected, adding that calling for haste on the matter was a constitutional right granted to every lawmaker in the nation.
If those convicted of storming the Parliament building intend to request for amnesty, they should submit their request to the Amiri Diwan, not the Amiri Amnesty Rules Committee, reports Al-Qabas daily quoting a highlevel legal source.
The source explained there are two types of amnesty – public which includes all those who committed crimes, and private which is submitted to the Amiri Amnesty Rules Committee annually and not covered by public opinion or State security issues. He said the National Assembly had earlier rejected the public amnesty draft law and it might be tabled for discussion again; affirming that once this bill is passed, all final court verdicts on public opinion cases will be dropped.
