Kuwait's Leave & Cash Allowance Conditions Under Article 2

It was decided to replace Article 2 of the Civil Service Council's resolution No. by the Deputy Prime Minister, Minister of State for Cabinet Affairs, Minister of State for National Assembly Affairs, and Acting Chairman of the Civil Service Council Essa Al-Kandari. For the balance of periodic leaves during service, the rules, conditions, and controls for entitlement and disbursement of cash allowances will be implemented in 22/2022.

The decision stipulates that the disbursement of cash allowance during service is only available for Kuwaitis, and that controls must be available for the disbursement of cash allowance during service.

Once every ten years, the cash allowance must be disbursed. Before the date of issuance of the decision to disburse the cash allowance, the employee must have received at least "Very good" ratings from his or her last three performance evaluations.

Prior to the date of issuance of the decision to disburse the cash allowance, the employee must have served in the same government agency for at least three years after being appointed there or transferred there. Before the decision to disburse the cash allowance, the employee must not have been subjected to any disciplinary sanctions that have not been erased within the legally prescribed period.
