Increase The Monthly Pension For 'retirees' To Kd 1,000

A bill was submitted by MPs Saleh Ashour and Khalil Al-Saleh to amend Article 19 of Public Institution for Social Security (PIFSS) Law number 61/1976 to increase the minimum pension for retirees to KD 1,000. This bill was part of the electoral platforms of both lawmakers during the campaign. A leadership center under the State Ministry for Cabinet Affairs has been proposed by MP Muhammad Al-Huwaila. Administratively and financially, the center will be autonomous; its responsibilities include devising plans and strategies to train youths for leadership roles, conducting studies to determine how many leaders each public institution actually needs, defining the tasks of each category of senior officials, constantly evaluating their performance, and developing existing officials' skills.

The Center's Board of Directors will consist of five highly qualified members who will elect a chairman among themselves. Board members will determine the type of training each category needs, form committees to conduct studies and offer recommendations, and establish the center's executive, organizing, financial, and administrative regulations.

The board member post is open to employees in ministries, other public institutions, and state-owned companies. Following the presentation of the state minister for cabinet affairs, the Council of Ministers will form the Board of Directors and specify the salaries and allowances of its members. Ministers must approve board decisions before they can be implemented. The center’s budget will start and end as per the schedule of the State budget. The executive regulations should be issued within six months after the ratification of the bill and its publication in Kuwait Gazette.

The development
A further development occurred when MP Osama Al-Shaheen asked Deputy Prime Minister and Cabinet Affairs Minister Barrak Al-Sheetan why the Civil Service Commission (CSC) had not decided whether to continue online work for at least 50 percent of employees in ministries and other public institutions, given the positive effects of such practices during Covid-19. Specifically, he wants to know if CSC has assigned a committee to study flexible working hours or online work. Also, he requested copies of studies submitted by consultancy committees since 2018 and the experience of their members.

As a prelude to their appointment to the Public Prosecution, MP Khlaid Al-Otaibi sent queries to Abdulaziz Majed Al-Majed, Minister of Justice, Integrity Enhancement, Awqaf and Islamic Affairs. He asked him to explain why only 60 Kuwaiti primary researchers were appointed to the Kuwait Institute for Judicial and Legal Studies. In the last five years, how many Kuwaitis have been appointed as primary researchers, how many expatriate public prosecutors have been appointed, and when their contracts have been terminated? The MP Saad Al-Khanfour asked the Minister of Health Ahmad Abdulwahab Al-Adwani about the delays in the demolition, reconstruction, and maintenance of Farwaniya Health Center. He requested for a copy of the contract for this project. He wants to know if the contractor was fined for the delay, if the contractor has been paid or not, if the ministry filed a case against the contractor and vice versa, and if the ministry has a plan to expedite the completion of its projects.

The Legal and Legislative Affairs Committee has approved Abdulkareem Al-Kandari's proposal to Kuwaitize public sector jobs, which has been referred to the Human Resources Development Committee. He urged the latter to complete its report on the immediate ratification proposal as soon as possible. On Sunday, Assembly Speaker Ahmad Al-Sa'adoun presided over a meeting of the Assembly Office. It was attended by Deputy Speaker Muhammad Al-Mutair, Secretary Osama Al-Shaheen, Observer Abdulkareem Al-Kandari, Chairman of the Financial and Economic Affairs Committee, MP Shuaib Al- Muwaizri, Chairman of the Legal and Legislative Affairs Committee, and Secretary General Adel Al-Lughani.
