Health Measures Outlined For Curfew End
After a five month curfew, Kuwait will return to normal the day after tomorrow, following the decision of the Council of Ministers to end the curfew in all areas of the country, while maintaining the precautionary measures taken to confront the coronavirus pandemic, Al Jarida reports.
Ending the partial curfew in the country is the most significant test for government agencies to walk the required balance between health requirements on one hand and to protect the economic and productive sectors on the other hand, especially since ending the curfew will allow free roaming, and restore the working hours of institutions, complexes, restaurants, retail stores, and day labor.
However, the most prominent change will be at the level of private institutions and complexes, which is what the relevant regulatory authorities are working to prepare to avoid any new health complications.
Requirements Committee
With regard to the working hours of the activities, the sources indicated that the committee discussed the Kuwait Municipality’s approach to keep working hours in the first week of lifting the curfew, as announced at the beginning of the fourth phase. The exception is for cooperative societies, markets, food shopping centers and groceries in commercial areas, which will be allowed to operate for 24 hours to meet the needs of the population, then gradually increasing the hours of other activities in the second week.
There is also talk of a specific limit to increase working hours and not open them completely, so that the number of opening hours for commercial complexes will increase from 9 in the morning until 10 at night, restaurants and cafes from 5 in the morning until 11 in the evening, and laundries, washing and ironing from 7 in the morning until 11 in the evening. At night, and salons are from 9 am to 11 pm, then gradually increase them.
Governmental entities
Regarding the mechanism of work in government agencies during the next phase, the daily said that if the government agencies need to increase the number of workers, it can summon a small percentage of the employees as long as three employees in the same department so that the total employment percentage does not exceed 75% of the employees present, and does not include the exemption cases to speed up the work process. In addition to relying on online appointments for visitors in government agencies and not receiving anyone without an appointment specific.
Authorities must commit to providing sterilizers in the workplace and not to receive any employee or visitor without wearing the mask, as well as cleaning and disinfecting buildings at least once a day, and cleaning and disinfecting tools for every use, including computers.
The exemptions from work as stipulated by the decision of the Civil Service Bureau will include chronic disease patients, pregnant and lactating women, and others.
With regards to working hours, the regulations and flexible working hours and times will continue according to the work requirements in the different work sectors in the ministry.
The ministry will continue to follow the precautionary measures that are in force since the start of the spread of the coronavirus pandemic in the country.
Security plan for the stage
In preparation for the next stage, Al-Jarida daily states that the Ministry of the Interior has prepared a special integrated security plan to deal with the situation. Security authorities will be deployed in complexes and commercial markets at fixed security points and foot patrols to deal with any gathering or congestion within those complexes to apply the law on social distancing.
Any breaking of the law regarding gatherings will be dealt with immediately, whether in diwaniyas or public squares, such as holding wedding parties or mourning.
Instructions were given to the security authorities through the Ministry of Interior plan that stipulate raiding random food markets in the areas where bachelors live and arresting them for unauthorized gatherings and violation of the law.
Follow health requirements to ensure protection
The ministry has put in place a number of precaution health measures that must be followed and adhered to by the ministry, governmental and private bodies and institutions, and the latter must implement and adhere to those requirements in order to preserve the health and safety of the visitors of its facilities, buildings and affiliated bodies.
Citizens and expats have to show a sense of responsibility in order to preserve the health, safety and lives of everyone.
