Civil Service Bureau Implements PM's Directives On Employee Certificate Examination
The Civil Service Bureau has taken action on the directives issued by His Highness Sheikh Dr. Muhammad Al-Sabah, the Prime Minister, regarding the examination of certificates held by state employees.
According to a government source speaking to Al-Qabas newspaper, this examination will encompass all state employees, citizens, and residents alike, who have obtained certificates beyond high school since the year 2000. The process will be impartial and apply uniformly across all groups.
The Bureau has instructed government agencies and public institutions to provide the academic degrees of their employees along with necessary equivalency documents. This step aims to facilitate the verification of academic certificates and ensure their validity. Notably, Ministries of Education and Endowments have already initiated this process with their employees, urging other entities to follow suit.
The verification process begins with uploading certificates and their equivalencies onto an automated system, followed by thorough examination. Certificates obtained from overseas will undergo initial scrutiny. If a certificate is deemed not equivalent, procedures outlined by the Ministry of Higher Education will be followed, including contacting relevant cultural offices and universities for verification.
Certificates issued within Kuwait are slated for examination in the final stage, with local higher education institutions contacted for authentication.
This examination process requires substantial time and effort, stressing the importance of providing necessary data promptly. Failure to comply may lead to legal action, including referral to the prosecution.
The battle against fake certificates isn't new, with past efforts dating back over a decade. Recent actions, such as the establishment of the Equivalency Administration in 2018, have strengthened measures against counterfeiters.
Since 2018, the Ministry of Higher Education has assigned automatic numbers to issued equivalencies for easy verification. However, the activation of Law 78 of 2019, prohibiting non-equivalent certificates, remains crucial.
The update of approved universities lists has aided in curbing suspicions of fake certificates, particularly by reducing approved universities in Egypt and Jordan.
