Boubyan Island And The Silk City Project Remain Unfinished

Despite spending KD 107,163 on forming many work teams, the General Secretariat of the Supreme Council for Planning and Development failed to implement the program to develop Silk City and Boubyan Island, according to the State Audit Bureau in its annual report on ministries and government departments. Al-Rai daily reports that the required amounts were not used.

In accordance with Article 52 of Law No. 30, the General Secretariat of the Supreme Council for Planning failed to provide it with the necessary data regarding recruitments and work teams formed for the Silk City Development Program (Subiya) and Boubyan Island. A law establishing the State Audit Bureau and its amendments was passed in 1964. According to the bureau's notes on the sixth program for the development of Silk City and Boubyan Island, the secretariat paid monthly bonuses to some of those who used their services between July 30, 2020 and April 4, 2021, of which KD 49,200 were unjustly paid.

As a result of the non-disbursement of some of the appropriations for Silk City and Boubyan Island development, all of the desired goals have not been achieved. As the exchange rate reached 18 percent of the total funds allocated to the program, total appropriations of KD 728,350 were derived from a decrease in the exchange rate on other currencies through the end of the 2021/2022 fiscal year.
