3.027 Million Dinars Fined For Attendance Violations
According to a government report obtained by Al-Seyassah, which highlights the escalating problem of attendance violations, particularly tardiness and absenteeism, a total of 3.027 million dinars in penalties was imposed by ministries and government agencies during the fiscal year 2022/2023. Compared to the previous fiscal year, where penalties amounted to 1.969 million dinars, this represents an increase of 1.058 million dinars.
According to the report, the overall penalty percentage applied during this period reached 72.1%, exceeding the estimated amount of 4.027 million dinars estimated by the Ministry of Finance. A total of 34 ministries and government agencies enforce these penalties, which are classified as "revenue collected."
There are fines for late fingerprinting, the method used to verify attendance and departure, as well as penalties for absences, all governed by civil service regulations and laws. In all government agencies, Article 7 of Civil Service Council Resolution No. (41) of 2006 mandates the fingerprint system as the sole proof of attendance and departure (rules, provisions, and controls).
In accordance with Article 18, employees are subject to salary deductions if delays exceed a quarter of a working day but are less than half a day. Employees are duly notified of the deprivation and informed that it is not a disciplinary punishment and does not require an investigation. It is instead implemented according to a pay-for-work system.
