198,666 Expats Leave The Job Market In A Year After Kuwaitization' Reduced Number Of Expats In Govt Sector

In light of the "Corona" pandemic, the Central Administration of Statistics reports that Indian and Egyptian workers have been leaving the local labor market at the quickest rate; as the number of Indians left the market by 16.1 percent, while the number of Egyptians left dropped by 9.8 percent.

The report shows that there are clear repercussions of the "Kuwaitization" policy that some ministers pushed during the "Corona" pandemic on labor statistics in Kuwait according to the opinions of experts on the implementation of the replacement policy.

Due to the departure of expatriates, Kuwaitis in the total government sector increased from 76.6 percent to 78.3 percent, and Kuwaitis in the private sector increased from 4.3 percent to 4.7 percent. The main reason for this is the departure of 146,949 expatriates during the past year.

From 81.5% in 2020 to 78.9% in March 2021, the percentage of non-Kuwaiti expatriates on the Kuwaiti labor market decreased.

As far as labor statistics are concerned, the report revealed a downward trend of 9.3 percent for Expatriate workers in March 2021 (excluding family workers and domestic workers), reaching 1,947,497 individuals, a decrease of 198,666 people over March 2020.

The statistics department stated that observers of the labor market movement in both the public and private sectors concluded that the high percentage of Kuwaitis in the public sector was due to "a number of decisions on replacement policies and Kuwaitization plan implemented during the last period that was intended to end the employment of expatriates."

There are reliable reports that the Minister of State for Municipal Affairs and the Minister of State for Communications and Information Technology Rana Al-Faris was at the forefront of implementing the replacement policy, since she lowered the unemployment rate by 100 percent within one year at the Ministry of Public Works and the Public Authority for Roads and Land Transport, and at the Public Authority for Housing Welfare as well.

Her statement stated that expatriates were to be terminated and that student and retiree jobs would be increased.

There were additional ministers involved in the replacement file in their affiliated entities, including the former Minister of Commerce and Industry Khaled Al-Roudhan, who took measures to replace expatriates in his affiliated entities, as well as the former Minister of Justice, Dr. Nawaf Al Yasin, who set plans and issued decisions for Kuwaitization and the replacement of jobs. The Minister of State for Municipal Affairs Waleed Al-Jassem also played a significant role in the implementation of Kuwaitization in Kuwait City.

According to the sources, Dr. Ali Al-Mudhaf, the Minister of Education, directed the recruitment of national engineers into the educational corps, which will have a major effect in replacing foreigners, especially since most expatriates work in the fields of education and medicine.
