Work Permits And Foreign Worker Transfers Are Amended By PAM

The Public Authority for Manpower agreed to amend the mechanism of granting work permits and transferring workers brought from abroad in order to address the rise in labor prices in the country.

According to the decision, the PAM allows the employer to bring in workers estimated for his license from abroad without necessitating local transfer. The previous decision allowed employers to recruit only a limited number of workers from outside, forcing employers to recruit the rest of the vacancies locally inside Kuwait, which led to an increase in labor prices.

The decision also imposes an additional fee of 150 Dinars for the first time work permit and 300 dinars for transfer to another company within 3 years. In both cases, the transfer requires the employer’s approval. The new decision will come into effect on June 1st.

The decision is aimed at limiting the residency trade and making it easier for employers to carry out their commercial activities.
