The Commerce Minister May Be Responsible For Overseeing Customs
According to an Arab newspaper, the Kuwaiti government is thinking of giving the Minister of Trade and Industry control over the General Administration of Customs instead of the Minister of Finance.

The affiliation of the Financial Intelligence Unit and the Financial Controllers Authority had previously been transferred from the minister of justice's supervision to the minister of finance, according to the sources, so the move was covered by the government's directives to rearrange the ministers' supervision over the bodies and authorities accordingly.
The Public Authority for Manpower, which had previously been under the control of the Minister of Justice, is now under the direction of the Minister of Interior, while the Minister of State for Cabinet Affairs now has oversight of the Agriculture Authority. However, a decision was made to allow Dr. Muhammad Al-Faris, the Deputy Prime Minister, Minister of Oil, and Minister of State for Cabinet Affairs, to preside over the Civil Service Council.
