Showdown Over 'no-confidence' In The Assembly

An extraordinary national assembly session will be held Wednesday to consider a motion of no confidence against Foreign Minister and Minister of State for Cabinet Affairs Sheikh Dr. Ahmad Nasser Al-Mohammad Al-Sabah. Marzouq Ali Al-Ghanim, the Speaker of the National Assembly, announced Tuesday that 10 MPs had submitted a motion of no-confidence against the minister following the discussion of the grilling motion filed by MP Shuaib Al-Muwaizri against the minister.

A Kuwaiti no-confidence motion requires the approval of the majority of the Parliament members, and ministers are not included in the decision process. The no-confidence motion needs the approval of the majority of the Parliament members. After reviewing recent developments regarding the no-confidence motion and National Assembly affairs, the government renewed its support for the foreign minister yesterday.

Advisory Committee on Interior and Defense Affairs, as well as the committee tasked with voting on the proposed amendments to the National Assembly Elections Law No. 35/1962, were adjourned due to lack of quorum after the government failed to attend the meeting. MP Hamdan Al-Azmi commented on the absence of the government by saying that the government doesn't respect the Assembly and attends meetings at its whim. His colleagues were called upon to take action accordingly, pointing out that some MPs won the last election because they were committed to amending the previously revised law, which banned those convicted of offending the Heavenly Entity, Prophets (Peace be Upon Them) and the Amiri Entity from contesting parliamentary elections. Al- Azmi urged his colleagues not to compromise public interests in pursuit of an alliance with the government.

It was recalled that those MPs who voted for the government were punished after the last election. Accordingly, a proposal for holding a special session to vote on amending the aforementioned law would be presented again and again until a session is convened or the government resigns. The choice is up to citizens which MP to re-elect or vote for, and he is not worried about the Assembly being dissolved.

MP Fares Al-Otaibi and nine other members of parliament have submitted a bill announcing a special session for the same purpose. It is not surprising that the government is absent, he said, since it is afraid of Parliament. According to him, the government abuses the law to dismiss the opposition and undermine lawmakers' objectives. A permanent penalty is stipulated in the law without consideration of the rehabilitation criteria outlined in Articles 244 to 250 of the Penal Code.

Thamer Al- Suwait requested information from Minister of Health Dr Khalid Al- Saeed regarding the legal basis for the issuance of Decision No. 8/2021 to extend the tenure of the incumbent chairman of the Board of Directors at the Public Authority for Food and Nutrition (PAFN) for a second time, regardless of whether this appointment requires a decree, as per the relevant provisions of law. This violation was included in the State Audit Bureau's report, among other violations. A few PAFN board members' terms have ended, but the board still meets and makes decisions.
