Political Forces, Movements Warn Against Attempts To Disrupt Constitutional, Parliamentary Processes

02 June 2022 Kuwait

Some Kuwaitis have been attempting to repeat the negative, harmful and dangerous historical experiences rejected by the Kuwaiti people in the late 70s and 1980s, which resulted in parliamentary and constitutional obstruction and increased restrictions on freedoms of citizens, as well as an attempt to reverse the constitution, and which had very devastating outcomes for Kuwait.

"In light of the country's ongoing political crisis resulting from multiple factors, including those related to transgressions of the constitution, noncompliance with its application, as well as mismanagement and corruption, the statement reads.

Additionally, there are parliamentary practices that deviate from the provisions of the constitution; sadly, the situation in the country has deteriorated, and it is even more unfortunate that reports circulating in the media speak of encouragement to repeat past disastrous practices by some. A negative and dangerous historical experience that Kuwaitis rejected in the late 1970s and early 1980s disrupted the parliamentary and constitutional life, imposed restrictions on liberties and attempted to revise the constitution using the provisions of the Constitution in an unconstitutional manner."

According to the statement, the consequences of these attempts were devastating for the economy, society, and state, as, for example, they created the climate of crisis that led to the theft of foreign investments at the end of the 1980s and the embezzlement at the Kuwait Oil Tankers Company beginning in the 1990s, In the end, the inactivity and neglect showed up in the invasion and occupation of the country by the former Iraqi regime during the era of Saddam Hussein - all caused by the marginalization of the constitutional institutions and their lack of action in the face of dangers and threats.”

In addition to the statement's assertion that Kuwaitis had gained freedom and sovereignty over their country after suffering and sacrifices, the conference in Jeddah in October 1990 also agreed that the return of the constitution and commitment to implement it would unite Kuwaitis to ensure their freedom and liberate their homeland.

As a result of abuses and practices that are inconsistent with the constitution, including corruption and mismanagement, the state's political, administrative and financial paths have been filled with many negative manifestations over the decades since liberation until today. The correction was expected to happen within the provisions of the constitution itself, and that a consensus would be reached by the will of the nation and those in charge of reforms and advancements for the country, but that has not occurred."

Moreover, we are now facing an imminent danger caused by attempts by some malicious parties to undermine this possibility in a destructive manner under the cover of addressing the political crisis, which has the potential to deepen and intensify more than it has already, based on the evidence and the history of the development of the crisis. We are well aware of the danger and the harm it can cause based on the evidence and the history, and this is what we have realized from historical experience.

Even worse, the world and the region are experiencing harsh tensions, transformations, and stormy crises that cannot be solved by a unilateral approach or individual decision, regardless of intentions or wishes, but which represent grave risks and grave threats unless the Kuwaiti internal front is cohesive and based on constitutional respect and popular participation."

Among the signatories of the statement, they expressed their hope that the road towards such destructive and dangerous trends would be blocked and that the good national will prevail on the foundation of constitutional reform that will open new prospects for reform and development.

Signatories to the statement include:

Movement for Kuwaiti progress
ICM (Islamic Constitutional Movement)
CDM (Civil Democratic Movement)
Hashd (Popular Action Movement)
Civil Conservative Party
Kuwaiti Democratic Forum
Peace and Justice Gathering
