Ministry Of Social Affairs Considers Investment Within Headquarters To Address Public Benefit Violations

The Ministry of Social Affairs, Family, and Childhood Affairs is contemplating a strategic move to address 'public benefit' violations and rectify its legal status by considering investment opportunities within its headquarters. This initiative stems from the growing membership, which now includes 150 civil society organizations and over 70 renowned charities.

According to sources, Sheikh Firas Al-Malik, Minister of Social Affairs, Family, and Childhood Affairs, recently received an official letter from the Council of Ministers. This communication tasks him, in collaboration with the Ministry of Finance and Kuwait Municipality, with presenting a proposal. The proposal aims to allow registered public benefit and charitable associations to utilize vacant spaces within their headquarters for investment, with a deadline of two months set by the council.

The ministry is currently in the process of forming a work team comprising various departments, including civil society and charitable associations, Al-Mabarat, representatives from the Ministry of Finance – State Property Administration, and Kuwait Municipality. This team's objective is to conduct comprehensive discussions, particularly focusing on legal aspects, and conduct a thorough feasibility study on potential associations.

By exploring investment opportunities, the ministry aims to secure financial resources to achieve its societal goals. Subsequently, it will submit this information to the Minister of Affairs for presentation to the Council of Ministers for discussion and decision-making.

To ensure compliance with necessary licensing requirements for space utilization, the ministry has decided to study the idea of allowing associations to invest. This initiative is aimed at assisting associations in achieving their objectives.

This move by the ministry comes following communication from the Ministry of Finance, highlighting violations by certain associations in the country. These violations involved engaging in activities contradicting their stated purposes without prior contracts concluded with "state property."

In response, the ministry is taking legal action to safeguard public funds, concurrently considering the investment proposal amidst the increasing number of associations.
