Kuwait Municipality Sets Record With Zero Abstentions In Financial Transactions
The Kuwait Municipality has achieved a significant milestone by reporting zero instances of abstention, as indicated by the Financial Controllers Authority's report for the initial half of the fiscal year 2023/2024.
The report encompasses assessments from the offices of financial controllers across ministries, government departments, attached bodies, and independent institutions for the first half of the fiscal year. This evaluation is based on the application of prior financial control on 67 entities, including 30 ministries and government departments, 21 attached bodies, and 16 independent institutions.
During this period, a total of 182,256 financial transactions were completed, with 10,589 notes issued, constituting 5.8% of the total financial transactions. Notably, the number of abstention cases stood at 329, representing a mere 0.18% of the total financial transactions, as outlined in a statistical report issued by the Financial Controllers Authority.
The Kuwait Municipality's exemplary record devoid of any abstention cases can be attributed to a series of proactive measures implemented by the financial and administrative sector within the municipal executive apparatus. These measures were instrumental in addressing observations outlined in the semi-annual report on ministries, institutions, and governmental bodies associated with the municipality.
Key actions undertaken included the implementation of recommendations from the auditors' body concerning prominent observations and cases of abstention recorded by relevant departments within the municipal executive apparatus. Moreover, measures were taken in coordination with the Ministry of Finance to establish necessary mechanisms to avoid observations highlighted in financial auditors' reports.
Additionally, the municipality issued Administrative Circular No. 40 of 2022 dated November 1, 2022, outlining mechanisms to prevent violations and observations mentioned in financial auditors' reports.
Thanks to immediate measures, adherence to relevant laws and regulations, and continuous coordination between the Kuwait Municipality and its Financial Controllers' Office, the municipality recorded no cases of abstention according to the Financial Controllers Authority's report for the first half of the fiscal year 2023/2024.
