Introducing A Fingerprint System For Teachers In Kuwait Is A Challenge
In spite of the installation of fingerprint devices and completion of fingerprint registration of teachers in several schools to enter their data into the computer system, Al-Qabas daily reports quoting sources that the date for the implementation of the fingerprint attendance system for teachers has not been specified. There have been complaints from members of the National Assembly against the implementation of fingerprint attendance systems for teachers, so it could be one of the thorny issues on the table of Minister of Education, Higher Education, and Scientific Research Dr Adel Al-Manea.
According to sources, the Civil Service Commission (CSC) has repeatedly asked the Ministry of Education to implement the fingerprint attendance system. The emergence of voices opposing such a move was one of the warning signs of a looming crisis in the ministry. It took several years for the teacher's fingerprint attendance issue to be resolved, during which the implementation was postponed year after year. Sources added that the implementation is fast approaching due to the provision and installation of fingerprint devices in schools and the recording of teachers' fingerprints to input into the devices.

According to sources, there are still parliamentary voices opposed to applying the fingerprint attendance system to teachers, given the unique nature of their profession that makes implementing the system difficult. This could delay the implementation by another year, especially in light of a closer collaboration between ministry officials and lawmakers interested in education.
This was evident in some files, the most recent of which was the issue of allowing those pursuing medical studies in universities in Egypt and Jordan at their own expense to apply for scholarships, and also that the Kuwait Teachers Association refused to implement fingerprint attendance systems for teachers. In contrast, the supervisory authorities recommend the fingerprint attendance system for teachers as the State Audit Bureau (SAB) reportedly pointed out in its reports - the most recent of which was the 2022/2023 report - and the ministry responded that the contract for the implementation of the fingerprint attendance system took effect on April 1, 2023; however, the Civil Service Commission (CSC) continues to emphasize the importance of implementing the system.
