Domestic Workers Seeking Refuge In Embassies; No Radical Solution Found

05 November 2022 Kuwait

Bassam Al-Shammari, an expert in domestic labor affairs, said the current period is witnessing a return of overcrowding of domestic workers inside the embassies of their countries in Kuwait, reports Aljarida daily. Domestic workers from a certain country are crammed into the embassy building of Kuwait, which is considered the first supplier of domestic workers to Kuwait.

Among them are those reported as absconding by their employers, or those with disputes between them and their sponsors that could not be resolved amicably. The legal process through the Public Authority for Manpower takes a long time, so they don't receive their full dues. According to Al-Shammari, this phenomenon has been exasperated once again due to the decline of the role entrusted to the Manpower Protection Sector's labor shelters.

It aims to resolve disputes between female workers and their employers as quickly as possible. As a result, some embassies have issued internal circulars requiring the non-ratification of transactions by any local recruitment company or office with more than five domestic workers having problems with their sponsors.

It was his recommendation that all relevant authorities, led by the Department for Regulation of Domestic Work Recruitment, correct previous mistakes and prevent the accumulation of domestic workers within embassies of their countries, especially since such accumulation has historically been the leading cause of halting the supply of labor force for a particular nationality. In his view, the government's inability to find radical solutions to the crisis is reflected in the prevalence of refugees seeking refuge in embassies.

Since labor disputes are on the rise and female workers are not feeling safe in the Kuwaiti market, al-Shammari warned of a reluctance to enter the market, given the reluctance of the authorities to provide them with legal protection, or to find a suitable solution to disputes between them and their employers.
