Do Not Request For New Construction Projects - Ministry
Ministry of Finance has asked government agencies not to request for any new construction projects for which sites have not been allocated by the Kuwait Municipality within the new 2021/2022 budget. It stressed the need to conduct feasibility studies for major construction projects in coordination with it, and attach a copy of those studies that were carried out on the projects, which will be reflected in the services and State sector, reports Al-Anba daily.
According to informed sources, the Ministry of Finance asked government agencies, upon requesting appropriations for new construction projects, to prepare feasibility studies for these projects, with their arrangement according to priority and the relative importance of each project within the entity’s projects, taking into account the time estimate for the implementation phases of each project and the need to complete all schedules, forms and data for new construction projects.
Fulfillment of this form is a prerequisite, provided that it includes a project description and terms of reference (TOR) for studying the project and then including it in the draft budget. The inclusion of construction projects in accordance with what is contained in the State’s development plan should also be taken into account.
The Ministry of Finance requested not to include financial appropriation estimates for any construction projects for which adequate prior study was not available, either from technical aspects related to engineering designs and drawings or feasibility studies, economic and social returns, or those related to coordination between the competent authorities in the State’s administrative apparatus.
This is to ensure the completion of these projects within its limited timelines and in a manner that does not allow many amendments, as well as their completion with the highest level of efficiency, so as not to allocate funds without using them for what they were allocated for, or to modify their use in achieving other goals within the framework of the State’s general budget while adhering to the studies required for construction projects and obtaining initial approvals for launching projects before execution with sufficient time.
