‘conflict Of Responsibility’ Derails ‘metro Project’
For more than 3 years there has been official communication, meetings and requests for amendments to the Kuwait Metro project between the Public Authority for Roads and Land Transport (PART) and the Kuwait Municipality, until the PART dropped the bombshell last Sunday, disowning its responsibility for the project and put the ball in a court the municipality, under the pretext that the Municipality is the authority to clear (conflicts and obstacles the path) facing the project.
What stands out in the letter, is that it came in response to a letter by the Municipality dated April 18, 2019, and justified its position on two things: the first is that “there are many conflicts within the metro campus and the second is that it was not officially assigned to start the project. However, PART returned to the Municipality the “CD containing the path and precincts of the metro road, in addition to the feasibility study for the project prepared by the Partnership Authority in 2012 and 2016.”
An official source in the Municipality has this behavior of PART is rejected and it is surprising that it took two years and 8 months for PART to reply to the letter, although the project is of interest to the Council of Ministers, and there are tasks entrusted to it as stated in the government’s statement, dated October 11, 2020 assigning it to follow up and implement of the railway project in the country.
The source told “Al-Rai” that “the authority’s disclaimer of responsibility for the project on the pretext that it was not assigned to it came as a surprise to the municipality,” noting that the Director-General, Engineer Ahmed Al-Manfouhi, referred to PART on April 18, 2019 (at its request), a copy of the data for the metro project that was identified, during the feasibility study of the project, in addition to the file of the geographical coordinate system of the right-of-way.
From that date until last Sunday, there were several correspondences between the two sides regarding the details of the conflicts in the project campus, according to the source, who stressed that “the municipality will not accept tasks that are not within its competence.”
