Mps Urge Full Implementation Of Amiri's Amnesty

16 October 2023 Kuwait

The government was urged by 42 MPs to complete the execution of the Amiri amnesty decree to cover all beneficiaries. After four months of the parliamentary term, no progress has been made since the decree was issued. Among the requirements for the parliament to cooperate with the government is the execution of the Amiri amnesty decree.

In addition, MP Jarrah Al-Fawzan submitted parliamentary questions to Finance Minister Fahad Al-Jarallah about whether Touristic Enterprises Company (TEC) established two touristic companies in 2015. Upon confirmation, he requested copies of the establishment contracts showing the businesses conducted by both companies, as well as copies of the recruitment contracts signed by both companies with Kuwaiti and expatriate workers, including their job titles and salaries.

In the past ten years, he wanted to know how many Kuwaiti and non-Kuwaiti employees worked for TEC. Additionally, the lawmaker wanted to know the value and terms of the contract related to the establishment of Winter Wonderland in 2023/2024. Additionally, Al-Fawzan submitted parliamentary questions to the Minister of Education, Higher Education, and Scientific Research Adel Al Mane'e asking if any of the deans of Kuwait University (KU) have been assigned the grade of "Associate Professor". If any, he wanted copies of their CV and the recruitment decisions. When there are professors among the staff, has any of the associate professors been assigned as deans?

In addition, Al-Fawzan asked if the College of Graduate Studies offers academic programs in English and if the college hires consultants who speak only English. The student asked if the College of Graduate Studies receives reports on academic programs in English. If so, he wanted verification regarding the claim that the dean of the College of Graduate Studies does not speak English. To prove his proficiency in English, he requested a copy of the CV of the current dean of the College of Graduate Studies. The lawmaker asked why a dean was appointed at the College of Graduate Studies from the College of Sharia and Islamic Studies while current professors were ignored.

Al-Fawzan asked why the assistant dean for Academic Affairs at the College of Graduate Studies declined to take up the position of dean, expressing concern over the impact of such procedures on Kuwait University's classification. In addition, MP Abdulkareem Al-Kandari submitted parliamentary questions to the Minister of Education, Higher Education and Scientific Research Adel Al Mane'e about the violation related to the appointing an expatriate consultant in the Human Resources Department of Kuwait Institute for Scientific Research (KISR) .

The relevant regulations prohibit the appointment of expatriate consultants in all departments except Legal Affairs. He asked if it is true that the expatriate consultant spent more holidays in his Arab homeland than what is recorded in the KISR files, so he illegally gained from exchanging unused holidays for cash. Due to his part-time job in a law firm, Al-Kandari asked if the consultant was committed to specific office hours. Additionally, he wanted to know the expatriate consultant's salary, allowance, and bonus. A lawmaker asked if any investigations had been conducted into the above-mentioned violations.
