Mp Waleed Al-tabtabaei Has Submitted A Proposal To Amend Domestic Workers Law

MP Waleed Al-Tabtabaei has submitted a proposal to amend Domestic Workers Law Number 68/2015 which allows Kuwaitis to hire domestic workers directly from abroad in accordance with the rules and regulations of the Ministry of Interior.

Article One of bill stipulates adding a new article (repeated) to the law as follows: “It is permissible to recruit domestic workers from abroad through offices or companies licensed for this purpose by the Ministry of Interior. Any Kuwaiti can also hire domestic workers directly from abroad according to the conditions and regulations set by the Ministry of Interior.”

Article Two of the bill states that any provision contrary to this law shall be repealed.

Article Three mandates the prime minister and ministers to implement this law which will take effect from the date of its publication in the Official Gazette.

In the explanatory note of the bill, Al-Tabtabaei disclosed that his aim is to fill the legislation gap in regulating domestic labor in the country, particularly on the establishment of a closed joint stock company for the recruitment and employment of domestic workers.

This company should be a tool for maintaining stability in the domestic labor market, addressing malpractices of some who misuse licenses for the recruitment and employment of domestic workers, and ensuring that prices are reasonable, he added. He argued the legislator must find new solutions and open other horizons to achieve the desired equation between supply and demand that will lead to reduction of recruitment costs.
