Exit Permit Mandatory for Kuwait Private Sector Workers Under Article 18 Starting July 1

In a regulatory move to enhance labor oversight, the Public Authority for Manpower in Kuwait has announced that private sector expatriate workers holding residency under Article 18 will be required to obtain an official exit permit before traveling abroad. This rule will come into effect starting July 1.

Application Process via Digital Platforms

According to a senior source at the authority, applications for exit permits can be submitted electronically through the Sahel Individuals App (for expatriates) and the Ashel Manpower Portal. Employers are required to approve requests through the Sahel Business App or the Ashel platform for private companies.

Employer Assistance for Emergencies

In urgent cases or when a worker does not have access to the Sahel app, employers can initiate the request on behalf of the employee. The system operates 24/7 and aims to simplify the process for all users.

Simple, Accessible, and Transparent

The decision seeks to ensure transparency and safeguard the rights of both employers and workers. The exit permit process is designed to be simple and efficient, aligning with Kuwait’s digital transformation goals.
