Tag-along Helpers With Caravans Against Rules, Law
The Kuwaiti Hajj Mission has issued a firm warning to all Hajj caravans and Kuwaiti citizens planning to participate in the Hajj 2025 season, advising them to avoid the use of irregular permits or employing unauthorized individuals in administrative or service roles. The mission emphasized that any violation could lead to serious legal consequences, including the cancellation of Hajj permits and a ban from entering holy sites in Saudi Arabia.
In an official statement, the mission urged full compliance with all Saudi Hajj regulations, highlighting that such cooperation is both a national and religious duty.
Strict Rules for Support Personnel and Administrative Workers
According to the Kuwaiti Hajj Mission, the Saudi authorities have approved that each Hajj caravan may allocate up to 4% of its authorized pilgrim quota to support service workers. These individuals must hold official Hajj permits and meet all the required criteria. Furthermore, up to 10% of the quota can be assigned to administrative support staff, provided they strictly adhere to Saudi regulations and are not involved in performing the Hajj rituals.
However, the Ministry of Hajj and Umrah in Saudi Arabia recently issued a circular banning Gulf Cooperation Council (GCC) citizens, including Kuwaitis, from registering as administrative workers during Hajj. This measure was implemented due to previous misuse of such permits to illegally perform the pilgrimage.
Coordination with Saudi Authorities Ensures Successful Hajj Season
The Kuwaiti mission highlighted its ongoing coordination with Saudi agencies to ensure the smooth operation of Kuwaiti Hajj caravans. The mission reiterated its commitment to helping Kuwaiti citizens abide by all necessary regulations, thereby preserving the sanctity and order of the Hajj ritual.
Minister Al-Wasmi Commends the Mission's Efforts
Minister of Endowments and Islamic Affairs, Dr. Mohammad Al-Wasmi, praised the Kuwaiti Hajj Mission for its diligent preparations and structured planning. “The dedication and precision of the mission members reflect their commitment to ensuring a successful pilgrimage experience for Kuwaiti pilgrims,” he stated.
Al-Wasmi also acknowledged the combined expertise of seasoned and new members of the mission, expressing his confidence in their ability to work together effectively. He urged the mission’s committees to maintain teamwork, persistence, and proactive communication to support pilgrims throughout the journey.

Dr. Al-Wasmi affirmed the Ministry's direct involvement in monitoring the mission’s performance and assisting in overcoming procedural hurdles. He emphasized that the Kuwaiti Hajj Mission’s success is a result of years of experience, strategic planning, and unwavering dedication.
