Kuwait's MoIA Launches Hajj 1447 Registration via Sahel App Through Lottery System

The Ministry of Islamic Affairs (MoIA) has officially outlined the procedures for Hajj 1447 AH registration, which will be managed through a lottery system. The announcement follows the first meeting of the Supreme Hajj and Umrah Committee for the year and is directed at all licensed Hajj trip organizers as part of efforts to streamline and improve the registration process.

Sahel App to Facilitate Unified Hajj Registration

According to the circular issued on Wednesday, registration for the upcoming Hajj season will be available exclusively through Kuwait’s unified government services app, Sahel. This platform will remain open throughout several phases to accommodate all applicants. Importantly, applicants will retain their lottery position until their nomination is submitted.

Eligibility and Group Registration Guidelines

Basic Eligibility Requirements

  • Only Kuwaiti nationals who have not previously performed Hajj are eligible to apply.
  • Applicants must apply in groups of no more than five relatives.
  • Women may include one mahram who has already completed Hajj.
  • Each group is permitted to register one resident relative.

Modifications During Registration

Applicants may modify or replace pilgrim names during the registration phase. A non-refundable fee of KD 10 (approx. $32.80) is required when expressing the intention to perform Hajj.

Payment and Confirmation Process

Once an applicant is selected through the lottery, they must confirm registration with a Hajj campaign and pay the Hajj cost of KD 1,500 (approx. $4,900). Failure to make the payment within the specified time will result in the cancellation of the application.

Campaign Change Policy

After successful registration, pilgrims are allowed one campaign change before January 15, 2026, subject to availability. Replacement candidates will be selected according to the lottery ranking and must complete their payment within three days.

Lottery System and Refund Policy

The sorting and acceptance process will strictly follow the lottery order, and all notifications will be sent via the Sahel application. As for cancellations, full refunds will be issued for requests made before January 18, 2026. Cancellations made after this date will not be refunded.

The MoIA noted that further details on payment methods and deadlines will be provided in future circulars. This structured and transparent framework aims to enhance fairness and simplify the registration process for all pilgrims.
